I think there are different issues here. Firstly, our chancellor wants the Bank of England to give UK banks money that can only be used for loans to UK businesses etc. This has nothing to do with Europe and is designed to stimulate our economy. This must be a good thing, the only question is how well it will work.
The second issue is the relative strength of the Euro vs the pound. If the Euro becomes very weak they cannot afford to buy our goods so any money we spend on stimulating our economy will probably be wasted as Europe is our main trading partner.
The third thing is we are not using our money to bail out Spain, that is all coming from the Euro zone, although as Spain will have to pay about 7% interest in might be worth lending them money.
Should we leave the EEC? There are a lot of reasons on both sides but, as I said before, they are our main trading partner. We can't become isolationist and support ourselves, the Commonwealth now only exists in name, and the Far East and USA are just not viable options. If we leave the EEC they might make it very difficult for us - so do we really have a choice?
